Is a new program the Problem.
If you just recently installed a new program whether it is just software or a driver
for your hardware there are several steps to take.

I got The "Blue Screen of Death", What you should do.

My Computer says I am out of Memory or my Resources are Low.
"ERR Msg: out of Memory or Resources are Low" -
You probably have too little memory (RAM) since you have too many programs running at the same time. With windows 98 if you have been using a picture editing software package you my just need to restart your computer.

                            Run Disk Cleanup by clicking the following in order:
                            a. Click START
                            b. Click PROGRAMS or All programs
                            c. Click ACCESSORIES (then System Tools for Win (98/XP)
                            d. Click DISK CLEANUP (XP users it will scan for files about 10 seconds or so)
                            e. Check any or all boxes you want.  (Just a suggestion – click at least the files
                                 named  “temporary …, Offline …, or recycle bin).. Then click O.K. and it will run,
                                 this is usually pretty quick.

                            Run Scan Disk (for Win9X and Me) by clicking the following in order:
                            (Scan Disk for XP See info below - Detecting and repairing disk errors
                            for Win XP
)
                           
a. Click START
                            b. Click PROGRAMS or All Programs
                            c. Click ACCESSORIES
                            d. Click Scan Disk

                            Be sure to check the standard box before starting. This may take a few minute

(essentially Scan Disk for XP)
                                You can use the Error-checking tool to check for file system errors and bad
                                sectors on your hard disk.
                                Open My Computer, and then select the local disk (C:\ Usually) you want to check.
                                On the File menu, click Properties.
                                On the Tools tab, under Error-checking, click Check Now.
                                Under Check disk options, select the Scan for and attempt recovery of
                                bad sectors
check box.
                                Notes:  To open My Computer, click Start, and then click My Computer.

                        Scan Disk  ALL Win OS -  All files must be closed for this process to run. If the volume
                        (hard drive) is currently in use, a message box will appear prompting you to
                        indicate whether or not you want
                        to reschedule the disk checking for the next time you restart your system. Then, the
                        next time you restart your system, disk checking will run. Your volume will not be
                        available to perform other tasks while this process is running.

                        Windows 95/98/98SE/Millennium Disk Defrag

                      To start the Disk Defragmenter tool, use these following steps:

                        Click Start,
                        Click Programs,
                        Click Accessories,
                        Click System Tools,
                        and then click Disk Defragmenter.

                    Select the drive you want to defragment by using the dropdown box.
                    Click the drive you want to defragment, click OK, and then click Yes.

                        Windows NT
                       
Windows NT does not have a built in defragmentation tool. Diskeeper for Windows
                   NT is an online disk defragmenter for the Windows NT operating system. Diskeeper
                   requires Windows NT version 3.5 or later to run.

                    Additional information can be found at the Diskeeper Web site.

                        Windows 2000/XP
                         Note: Windows 2000 includes a somewhat limited version of Diskeeper that
                    does not include all the features available in the full version available from
                    the maker of Diskeeper Executive Software.

                    You might need to be logged on as an administrator or a member of the
                    Administrators group.

                    To open Disk Defragmenter,
                    click Start,
                    click Programs,
                    click  Accessories,
                    click System Tools,
                    and then click Disk Defragmenter.

                    Click the drive you want to defragment It will be highlighted when selected, click
                    the Defrag button and then wait for the defragmentation tool to finish.

                            Video Problems:

                            Having issue with your video display. Does your monitor flicker?
                            Are the graphics or images not looking like they used to?
                            Have you been getting error or pop up windows stating you have
                            “display problems."
                            Try these steps below to help resolve some of those video problems.

                            Click on Start  > Control Panel > System >  or hold down the Alt key and
                            double click on the "My Computer" icon.
                            Click the Device Manager tab (2000/XP Users: click the Hardware tab
                            than click the Device Manager button). Click on the Plus sign next to Display
                            Adapters or double click Display Adapters as seen below and this will show
                            Model and make of your video card. It will not probably be the same Make as
                            shown here.

                        Double click on your video card listed and the video graphics adapter card
                        properties window box appears. In this properties box a Device Status window
                        will show any possible issues with your video graphics card. If there are any
                        conflicts at all, they will be listed in this window. Click on the Resources tab and
                        look down to the Conflicting Device List, this will show all devices that have a
                        conflict with your video card. You want to make sure box is checked for the "Use
                        Automatic Settings" box is checked and reboot your computer if you had to make
                        any changes at all.

                        I always suggest one of  the easiest way is  to troubleshoot your video problem
                        is to use the "Troubleshooter" button. This will take you through some questions
                        and  has you check things in a logical order that may be the cause of your video
                        display card problems.

Once you have tried these steps you may want to delete and then, re-installing
your video driver which may have become corrupted to resolve your video issues.
One other item is to check your video card manufacturer for updates as well.
